UNICEF Assam Office 2018-19 works with Assam Government to strengthen public finance for children through partnership with Finance Department since the budget cycle. UNICEF's policy advocacy and technical assistance have assisted in the appointment of child budget details, with the ability to focus on the schemes of adolescents and girls (covering both boys and girls) for two consecutive years, the budget of 2019-20 With the improvement in capacity. Creating programs for the budget officers of major departments in the state. The Government has established a Budget Inclusive Budget Cell (IBC) within the Finance Department, which will be a nodal cell for all activities related to regional budget including gender budget, child budget etc.
To move towards the results of major activities of IBC, it will be necessary to work on twin approaches to the horizontal expansion dimension, including organizing capacity building workshops and developing toolkits and templates for child budgeting, creating gender-responsive budget, making different budgets Co-ordination, state analysis involves. Assam budget is on budget deposition along with budget for child budgeting, gender-responsive budgeting, people with disabilities, which will involve activities to ensure efficient allocation and increase the utilization of allocated funds.
In the above context, the services of a technical adviser are required for the development of documents including Budget Analysis Report, Budget Brief, Strategy Letter, as well as providing technical support for the operation of Inclusive Budget Cell.

UNICEF is currently implementing a project in partnership with North East Research and Social Work Networking (NERSWN), an active grassroots organization out of Kokrajhar district, "Protective for children and adolescents of displaced communities of Kodrajhar district of Bodoland Territorial Council Ensure a learning environment, Assam "At 50 different places in Kokrajhar district of the Bodoland Territorial Council in Assam UNICEF Assam Office is looking for eligible candidates for the following post:
Post Name:- North East Research & Social Work Networking (NERSWN) Location: Kokrajhar, Assam
Educational Qualifications and Experience:
• The advisor must have relevant academic qualifications with five years of relevant work experience.
• The advisor should have at least three national / international level ready to make video, essay writing and sharing documentation assignments in photography.
• The advisor should have a past experience documenting various issues of child rights. Special focus will be given to the affected areas.
• Advisor should have prior experience working on commission assignment by CSO.
Timeline
a) Date of Application: 5th of May to 15th of May 2019.b) Selection of Consultant: 15th of May to 20th of May 2019.
c) Signing of Contract: 20th of May to 23rd of May 2019.
d) Inception Meeting and Carrying Out the Assignment: 25th of May to 15th of June 2019.

Educational Qualifications and Experience:
- Postgraduate degree in social science preferably in economics, finance, social work and other related fields.
- With 2 years of experience in public finance, minimum 5 years of experience in development sector is necessary
- Experience working with UNICEF and any other UN agencies and government. Department is desirable
- Good command on computer - knowledge of data analytics software like MS Office, MIS proficiency, tableu
- Excellent oral and written communication skills in English and Hindi; The knowledge of Assamese will be a property
- Excellent analytical ability, report writing and documentation skills
